The office needs to be a minimum of 16 square meters, clearly identified with the company name, and legally authorized for recruitment use—virtual offices are generally not acceptable. A security fee must be paid during the application process to demonstrate financial capacity for any potential compliance penalties. After obtaining the license, the company name must include terms like “Recruitment” or “Manpower,” and the license remains valid for two years.
